There are dominant networks and subordinate networks both within and between societies. It is important to differentiate between the two types of networks and not merely say that a “network society” has emerged. 13 There are many variables that contribute to a network society. Among these variables are those forces that enjoy a privileged position in making and enforcing the rules within and between the networks. Alternatively, there are those who are permanently trapped in a subordinate position within these networks who are denied a democratic network, an inclusive economic order, and social equality.

In turn, globalization and the business agenda of multinationals and corporate elites have shaped the world of imperial politics. Many American citizens still do not recognize this symbiosis. By embracing the Bush-2 regime’s politics of fear, many Americans remain lock-in-step with a creeping fascism within the United States as President Bush declares that he has ultimate executive power as the “unity executive” and that he exercises power as he sees fit—beyond the constraints of a system of checks and balances.

11 The emergence of humane governance means, in part, that we will have to redefine what human development and human security really means for the entire global community, as opposed to the interests of a privileged few (see: Chapters 4 and 6). It is a central thesis of this book that we must produce fundamental alternatives that are centered upon our capacity to bring a greater correspondence between sustainable forms of development and sustainable forms of security. By investing our energies and talents into the realization of workable concepts and practices for development and security, global governance and the rise of a truly Global Community will be enabled to take on an inclusive political logic.
